Disability allowance is in a state of transition, with the Disability Living Allowance (DLA) being replaced with a new benefit scheme; the personal independence payment (PIP). The payment will be available for those of working age from April 2010. This was as a consequence of the Emergency Budget proposed by the government, who also introduced in the reform an ‘objective medical assessment’ for all claimants from 2013-14.
However, many people believe the new system will shortchange those with a disability, and could lead to 85% of claimants cutting back on essential and basic spends like food, transport and healthy living, according to the Papworth Trust charity.
Yet the Minister for Disabled People, Maria Miller, assures disabled individuals that the changes are fair, and are a positive move from the current DLA system, which she claims is “inconsistent”.
